Shaker Pines Lake Association Monthly Meeting Minutes
December 6, 2011.
Meeting opened at 7:30 p.m. with the Pledge of Allegiance.
Attendance
Board members present: Jason Stebbins, Lorraine Creedon, Lori Parker, Jason Bouchard, George Temple, Leslie Cunningham, Nelson Rodriguez
Board members absent: Lisa Strom
Tax Collector: Irene Percoski present
Minutes of the September 6, 2011 regular meeting were read a motion was made by George Temple to accept the minutes and it was seconded by Jason Bouchard the motion carried. October meeting was not held due to lack of Quorum, November meeting was not held due to storm.
Remarks from Association Members
Leslie Cunningham made a recommendation that Association members reach out to the elderly and home bound residents to ensure that they are safe and have what they need when there are emergencies in the neighbor hood..
Correspondence/Communication Received
Lisa Strom submitted a letter of resignation. Irene Percoski volunteered to serve the remainder of this year in Lisa's seat and the Board approved.
George Temple spoke with the neighbors of the 106 Cottage Road property and they appreciated the lot cleaning and that the arborvitaes were planted to create a screen for their property.
Tax Collector Report
Irene Percoski reported that $179.00 was collected in October and nothing was collected in November bringing the total to date to $11,404.10.
Leslie Cunningham reported that one of her neighbors would like to be notified of lien in person. Board members agreed not to add the additional responsibility to the Tax Collector's duties.
Treasurer Report
$2,897.57 total to be paid:
General Fund: $550 to Travis Buck, $191.43 to Shemin Nursery, $425 to Fallon Law, $96.80 to USPS for Newsletter Postage, $131.49 to Minuteman Press for Newsletter, $119.64 to Kelly Fradett for signs, $379.99 to Irene Percoski for tax collector salary and printer. $1,894.35 total.
Activity fund, $70.28 to Linda Marr $200 to Dennis Duga $132.94 to Pippin and Son, $600 to Carrie Bond, $1,003.22 total.
Committee Reports:
Ecology - Leslie Cunningham, Jason Stebbins.
A hooded merganser and black wood duck have been identified on the lake. The boom has been removed. Jason Stebbins asked if The Board wanted to offer assistance to members in removing trees and limbs from the water.
No movement has been noted on the Stonegate project.
The last lake treatment was not needed. In January the permitting process will begin.
Properties - Jason Bouchard, George Temple
There is work to be done on the Willow on the dam lot and some brush still to be removed from the 106 Cottage Road lot. There is a tree on the 106 Cottage Road lot that needs to be taken down. The Association posting board is done.
Boat Launch - it may be possible to obtain a grant because the Association supports the fire station by allowing it to use the lake for training.
The Spillway and fish gate needs repair and the wheel need to be greased.

Activity Committee - George Temple, Carrie Bond, Darlene Duga, and Jason Stebbins
Halloween was canceled due to the storm. Christmas party will be held on December 17 from 1-3 at the fire station. April/May fund raiser - George Temple suggested increasing the price on the raffle tickets rather than selling books sell individual tickets like the fire station.
Audit Committee - Lorraine Creedon and Lori Parker
No report - Lorraine Creedon is to send the form that she uses to Lori Parker
Old Business
- Letter for properties to be taxed as properties within the Association
The Board reviewed the letters drafted by Jason Bouchard. Jason Bouchard made a motion seconded by Nelson Rodriguez to send the letters as submitted. After discussion about the return letter the vote was tied three to three with one abstention. Discussion continued and a motion was made by George Temple seconded by Jason Stebbins to hand deliver both letters and mail if they homeowner cannot be contacted and letting the homeowners know that if the letter is not signed they will still be required to pay the taxes on the property. The motion failed. Lorraine Creedon suggested that the second letter be an acknowledgement that they have received the first letter and The Board agreed. Jason Bouchard made a motion that the change be made and the letters hand delivered. If the homeowner cannot be contacted in person the letter will be sent certified mail. Seconded by George Temple and motion carried.

- Five year plan for properties. Board members to think about what needs to be done and solicit opinions from members.

- Winter activity - snow sculpture if we ever get any snow.
- Cottage Road - Lower (South) lot beach boat launch project. Jason Stebbins has looked at materials and prices.
New Business
- During the October 29 storm what could we as an Assoc/Community done differently or better? The question came up did the Association want to compile a list of homebound neighbors? We agreed that neighbors seem to be helping each other when needed. During the storm there was a lot of interaction among neighbors.
- Food Share collected 1,262 pounds of food and $285.
- Charles Mascata addressed The Board's concern about signage on Cottage Road after the storm.
- George Temple noted the Traffic Control Man that is seen along the roads and whether we could use them to slow traffic on our roads. We cannot use speed bumps but there is a traffic calming policy in the town and that might be useful. Lorraine Creedon stated at one time The Board was told that barrels could be used in the summer but would need to be removed in the winter for plowing.
